Games that are locked to 30fps would need to be patched to go anything above fps. There is nothing in that quote you just wrote to suggest there will be an option that will override fps locks. "More stable frame rate" means more stable frame rate to whatever the original target frame rate of the game was. Overiding it could cause problems. Look at the port upscale they are doing with Phantom Dust, apparently it has to be locked to 30fps because it breaks the engine when it goes high...
It sure is if the same GDDR5 architecture as the standard PS4 in 2013 is a "huge leap" or if even the same CPU again but slightly clocked higher than the PS4 Pro is a "huge leap".................... .. it isn't in case you didn't figure it out.

Yes, more than likely it is. Insomniac have an insane development turnaround where they get a new game out at least once a year or year and a half in the last decade.
Development on this game started back in early 2015 and Ratchet and Clank was actually ready to go since late 2015, they had to hold off for the movie release. So they have been working away on it for a while now.

He also means it will outsell PS4 for a few weeks out of the 52 weeks of the entire year. Its funny how people assume from this title that Scorpio is going to sell MORE than the 15 million units PS4 will no doubt average sell this whole entire year.

Did it have a super advanced new CPU or just the same one again clocked slightly further than the PS4 Pro's?
