The problem is, with these baby steps they are making it's going to shoot buyer confidence even more. By definition, Xbox gamers have always been casual gamers who accept mediocrity. So no, specs probably don't matter much to an Xbox gamer. The FPS as played on a console is a mediocre experience to begin with because of controllers and auto aim. Xbox defined the casual fps bro gamer scene. And the U.S. Xbox console centric market has always been focused on nothing but small map cod like FPS games.

I think what you see is a product of fear. That is to say people are still having lingering fears that going forward the games are going to be watered down because of the Xbox one. Even though we see higher res faster multiplatform games for the ps4 now, there could be sabotage of the concept of a game right from it's inception because of the limitations of the Xbox.

They may have made a mistake bringing it out on the Xbox 360 if they expect it to sell the Xbone. A lot of people will be content to just play it on the 360. Graphics don't matter to most of them anyway right? so paying $500 to play titanfall with little appreciable difference in quality to them sounds like a tough sell.
I really don't think it's going to sell near as many Xbones as they hope it is.
Here's what I'd do. First, fix Jason Brody and make him an interesting character. Older, less of a college douche. Maybe drug addled and fucked in the head from his murderous rampage. Give him a Max Payne 3 makeover basically, and a better voice actor. Maybe get Elias Toufexis like he was supposed to be in the first place.

Honestly people might as well accept it and move on. Most if not all multiplatform titles are going to be superior on the PS4. It's just a fact of life, and you can't get around a 50% power increase in the hardware.

The only reason the Xbone is selling is because of consumer loyalty. Xbox users are seriously indoctrinated on their brand and have stuck with it because their friends are sticking with it. This is what also carried the PS3 through it's very rough start. But despite the PS3 overcoming in the end it was still a horrible launch with horrible mistakes made. And so is the Xbone.

I fear they are making the same mistakes EA made with SWTOR. Making a single player MMO doesn't work. Sure it might seem like a great idea at first like SWTOR did. SWTOR fooled everyone for the first month or so while they played the single player content. But the problems showed through the cracks from the start.
