That's because they compare to everything else on the system. For a 360 game, Halo ODST is pretty good. Not great, but good.
Compared to other PS3 games, NGS2 looks moderately above average, and the score reflects that.
Actually, morganfell, you're wrong. This exact question was answered on GameScoop about 2 and a half months ago or so. They rate games in comparison to genre, yes, but also against other games on the platform in question.

Less than industry standards isn't acceptable? What the hell do they expect, that no units ever break? Hell, my microwave has a higher failure rate than my PS3 does; I guess we know Watchdog's next story.

Yeah, it does. The game runs amazingly with no lag.
I started the update an hour be before the servers were set to open. It was a bit over 2.6GB, and took about an hour and 45 minutes. By 10:50, I was in my first ever game of MAG, fighting for Raven, We won. Later this evening, I played for three hours straight. I never experienced lag, connection issues, or anything that would take away from the game.
I'm not stupid; I know that some people had serious issues with even the downloading the update part, but I wasn't among them...
They were able to discover something that ND already said was in it? Amazing! Wait until they 'discover' cinema mode!
But tomorrow, I won't have time. For tomorrow, the Shadow War begins....
Even demos come to the PS3 with more content. That amuses me.

Just pay attention to the site; it's not hard to figure out. Anyone that doesn't give glowing reviews to PS3 games are suddenly bias, and someone who does give a PS3 game a glowing review is damn near a messiah.
