I doubt it will release next year. If this was Activision or EA who are willing to sacrifice quality and release an unfinished product then maybe. However this NG we're talking about. They actually take the time to make an AAA game, imho.
They tend to release a AAA console game every two years. Given TLOU just release this year, it would be safe to assume UC4 will be release 2015 rather than 2014.
They just release TLOU this year. I think it's a little silly to expect them to release another AAA game next year.
NG seem to release a AAA title every two years(UC1-2007, UC2-2009, UC3-2011, TLOU-2013). We probably won't see UC4 until 2015(if we're lucky).

The only that changes with pc is the yearly hardware release and Windows. Windows fragmentation isn't a big of a deal like Android's fragmentation. A developer can design a game for Windows XP that will work Vista,7 and 8 due to backwards compatibility. Given how similar each WindowOS is. If a developer makes a game for pc they do not have to make 1 models for each version of Windows.
I don't recall there being a lot of interest in this game before it closed the first. In fact the lack of interest and not being profitable was the main reason it closed back with they were with gPotato.
With so many popular mmos just around the corner they should just throw in the towel.

4K is still expensive.
G-Sync is still in the earlier stages. Those monitors won't cheap either. Asus 24inch will be available in 2014 for $399. It may be cheaper than a 4K monitor but most people would rather spend that money on stronger gpu. Bigger the screen the higher the price will be.
Oculus Rift is a nice VR experience but its still a niche.

Both are technically fragmented. Your PS3 can't play PS4 games. Some games are made to not function on Windows XP or earlier versions of Windows.
Gaming wise, fragmentation affects consoles more than the pc side. Older versions of Windows(XP or Vista) can still play the latest games so long they have the right hardware. Older consoles can not play the latest games.
Honestly fragmentation isn't a big deal for gamers. Mainly because if you want play ...
