As much as I dislike Neogaf, I would take their word when it comes to specs over most other sites. Some posters on their really know their shit when it comes to that sort of thing. Hell, you even have people in the industry including developers who post on there.
They said they wanted to keep GTA 5 on PS3/360 due to the high install base. That's pretty reasonable to me.
The install base on the Wii U has to show that they're willing to buy multiplats in droves in order to get GTA 5.

Achievements and trophies are some of the most impactful things brought into gaming this gen. They're very important to many gamers today. Especially among the hardcore gamers whom Nintendo has expressed they wanted back.
