If you're skilled enough, you should have no problems quickscoping in Black Ops. It's done quite successfully in CoD4.
The problem I have with campers, is that they always stay in the same exact area the whole map. What they should be doing, is camping in one spot, get a couple of kills or get enough kills until someone notices you and tries to take you down, then go off to another part of the map and repeat the cycle, it's like active camping.
