What does EA have to do with this game?
Dynamic resolution averaging at 1440p upscale to 4K. Sacrifices need to be made to achieve the framerate plus the ray tracing but it still looks really nice in motion.
The AI is busted even on PC. People don't react when the cars are shot at, police spawn out of nowhere and disappear if you go down a block, if you park the car in the middle of the road the cars never go around, they just pile up on a straight line all the way to the horizon, etc. You do yourself a disservice if you don't research this issues before making a blind purchase. Go to YouTube and you'll see plenty of videos displaying all the fundamental issues (even on PC).
Performance RT mode is perfect. I was playing qualities mode because of the ray tracing and how good it looked but this mode is a happy medium. It's true the reflections and such are less detailed, but with the game moving at a smooth 60fps it doesn't affect the experience. Hoping more developers follow suit and start giving these modes going forward.
They WERE pro consumers. What they pulled with the last gen versions is inexcusable. Then they dare say they should ve paid more attention to the state of those versions as if it caught them by surprise. They provided no review copies of those because they knew they were dumpster fires. Now they try to act all noble promising they are going to fix a broken game after they took the money.
Or you could do some research and see how the game is busted and why people are disappointed.

You can't know your expectations when the company deliberately hid how it performed on consoles, only allowed their own footage to be used on reviews, and only gave out pc review copies. If they had been upfront about the console versions being so undercooked maybe people would've tempered their expectations. Everyone knew the game would be limited on consoles compared to pc. They didn't know it would be almost unplayable.
I feel this apology is extremely disingenuous. They knew damn well the PS4 and Xbox versions were horrible. That's why they smokescreened the gaming media not allowing them to use review footage not provided by CDPR and by not providing review copies of anything but PC. They just rushed the game to make that holiday season money. As well respected as CDPR is as a development team, this left a really bad taste in my mouth. They pulled a total Bethesda/Bioware move.
It sold like 8 million immediately and recovered its production cost. Sadly even though the game was rushed and buggy as hell... It's already a commercial success.
I genuinely appreciate how raw the footage was. I'd rather have some straight gameplay showcasing the current state of the game to get a feel of what to expect than a pre-packaged concept gameplay clip showing what the game could look like. This is definitely on my radar.
I have zero faith in Bioware.

Here comes the same "endearing" bug narrative Bethesda would get back in the day. They may be "amusing" on a surfaced level. But as consumers paying full price for undercooked games this is far from funny.
This was the only announcement that got me excited during the Game Awards. 😆

Supposedly they did but I've been in areas where you can easily spot 30-50 people. So I don't know how true it is. For sure give it a shot! I think it's the most enjoyable way to play the game.
