I think you might be over simplifying the whole upgrade aspect. Software maintenance is involved too.
If MS wants people to bite on upgrades and different tiers of graphical fidelities and features, it has to have not much more than an on/off switch, meaning all the software and driver updates and settings needs to be set for the user and hardware needs to be plug and play.

To me that means due to a larger install base we will see more developers making games for the Windows platform, thus more games for Xbox.

Yes, all these "restrictions" are simply because the devs have not learned how to to utilize UAP to the fullest yet.
I believe these issues can still be modified/fixed, especially with the upcoming API DX12. We need to ask MS to support these features and have them patch and upgrade the Windows Store as often as they do, Windows, Xbox and Xbox Live, and the rest of their products.

Early adopters in the PC market will spend more vs console was the trend. Initial investment for PC can be much lower with upgrades and sales on components. A console owner will have to buy a PS5, as opposed to a PC owner who can simply purchase a graphics card. Overall investment can be cheaper when you add software. Console owners are very sensitive to price changes, except software.
TLDR There is a much broader demographic in PC users than in the console market.
