Yes it has gone down many times. "limited" is just the wording they use, when core services are down and you cant sign in than XBL is down. This has happened around a dozen times this year.

Hey Larry instead of wasting money on stuff like you always do spend some more money on better first party support. That is where both Sony and Nintendo have you beat by a mile. Maybe invest in some variety. Microsoft heads love to forget what the main reason people buy gaming consoles is and it's for video games. Perhaps they know they just can't compete so they don't even try.
They accounted for a decline in profits in their projections since they know people are waiting for the Pro. They haven't changed their sales projections and know it'll make them a ton of money. Same with PSVR.
