They're doing both, which is fine it's a reality of the business. The PS4 is making a lot of money right now so they're investing in it.
These companies work on budgets, the better they do the more they are allowed. The price drop the Xbox One took could have bitten into their allotted budget, which would lead to less spending. Contrary to popular belief the Xbox division doesn't have a limitless supply of money they can drain from Microsoft.
