To an extent. If they play MS exclusives then they are supporting MS for sure. 3rd party games on PC are more likely supporting Steam/Origin/Uplay over MS.
If you're already a PC gamer, then there isn't much of a reason at all to get an xbox. I'd say the majority of xbox owners aren't also PC gamers though, so the Scorpio is likely for them, not you.

4k and HDR might be different things, but there are no 1080p sets available with HDR, so as of now a 4k TV is necessary to take advantage of HDR.

It's pretty much the power of the whole base ps4 stacked on top of the ps4 pro. So I'd say it COULD have some good advantage for in game scenarios if devs choose to make it happen.
