There are some good developers in South America. ACE Team, for example.
I don't think Blizzard is opening this studio to do development work, though. Sounds like it's just going to be localization.
Looking at it from a different perspective, if you wanted all of this content in a single game, you'd have to wait until 2014 to play StarCraft 2.
RUSE has been delayed to late September 2010.
I don't like it. The character (is he still Nomad?) looks like a worm.

Never thought I'd see the day where Blizzard made a game with graphics that were not only artistically, but also technically, among the best.
I'm going to be optimistic and say that it takes 1-2 days at most to convert these maps to the new game mode and then a couple more days for gameplay testing. The maps may even already be made and DICE are just releasing them at staggered intervals to keep attention for the game up. Meanwhile, new maps for the game are in development which will release when they're ready.
There will be another DLC for the first Left 4 Dead that will tell that story.

Gah. Dammit, Microsoft. Remember when we saw those Alan Wake screenshots on PC 3-4 years back and they looked amazing? Yeah.
