Gabe Newell, Valve's CEO said that the reason most people pirate games is because of a disservice on the publisher or developer's end of things. In this case, charging an extra $10 for no reason is a huge disservice. We don't even get the DLC map packs until like 3 months later (at least they're free).
So yeah. Activision is going to lose more money in sales then they'll generate for this.

Left 4 Dead is supposed to be short. Who would want to play a campaign that is 3 hours long a hundred times in VS Mode.
Each campaign is about an hour long which is the perfect length for it.
