Old news, The Vita Lounge reported this a long time ago.
I wouldn't pay anything. It should be a part of PS+ and incorporate digital titles bought in the past, but seeing as how that's not the case - I'll pass.

PlayStation Plus is useful if you're starting out new, but it seems if you have a small collection of titles it becomes worthless. In the last three months prior to Christmas (when I got my PS4) I've downloaded a single game and bought nothing on discount (they haven't put anything up I want or I don't have). The money I spent on Plus could've bought me that game (physically, which wouldn't have taken precious...
Not to be a pessimist, but I doubt it'll be ready by then - that's likely a place-holder (though admittedly an odd choice in date unless they used a FFX post as a template).
Seems like I'm never included in the "getting an error" group, everything has worked fine for me for the last three "PSN is down" posts I've seen on this site. :)

P4G was at 300,000 shipped units in October for Vita, and an estimated total of over 500,000 sold (incl. digital).
100k is pretty good for 3-4 weeks though, 1 in every 65 Vita owners bought Tearaway so far - and that ratio is only going to go down IMO.
So what you're saying is that you want them to code it such that it plays like a Vita game when remote played?
I understand how that might be a pipe dream, but I think it's unrealistic seeing as how you're supposed to be playing games in the same format as they were meant to be played on PS4. It doesn't change the inherent graphics, layout or quality of the picture (though it changes the resolution), so why would you expect it to look anything but scaled?
It's a flash sale, not a price-lowering ;)

Yes, it would. Too bad the article says it's not up to them whether or not they can continue the WipEout series.
Persona has always made it to the PSVita/PSP as a remake/enhanced port and not an original title.
Persona 5 not hitting the Vita as such is really no surprise - though I would be surprised if we didn't see an enhanced port of Persona 5 hitting the Vita later on.
It's their style of releases, though I don't really agree with it.

I could only get an error or an "under maintenance" page when attempting to even sign in on the SEN.
Upon logging in at Playstation.com I got the prompt immediately and the log in didn't fail/error like on SEN. The SEN login then worked as well (I used the webstore to buy some DLC right then and there).
You actually have to do it at Playstation.com - I never got a prompt on the SEN website.
