Stuttering doesn't mean low ram. It could be the culprit. But so could a whole host of other things - CPU bottlenecks, VRAM limitations, underpowered GPU, and as you've mentioned RAM.
So throwing more RAM in a system isn't going to magically fix stuttering.

I thought motherboard vendors could give the big middle finger too. But it turns out Intel give licence rights every motherboard model. They are in a position to deny any vendor licensing to build a motherboard based on that platform.

That's precisely the point here though. They already had higher quality assets running on a PC way back then. It's no extra development cost since they'd already done most of the heavy lifting.

Input lag is always a thing. At 30fps there is usually around 33 milliseconds.
