This wouldn't be an issue if turn 10 had it's own way, it's the publishers pushing for an early release date and that's what causing the problems.
Push the release date back, no one will complain. Not many people are aware of just how much effort that goes into making a racing sim, turn 10 and polyphony pour hundreds if not thousands of hours into scanning every track and car to provide the best experience.

Graphics only matter when a game is multiplat.
You can't exactly compare Uncharted with Gears, or KZ with Halo. Different engines, different art style, etc.
PC will always come out on top, IF you have the moolah to build a killer rig. But the price of a high end graphics card could get you a PS4.
What consoles do is balance power with affordability, which is fine by me.
