The shortage doesn't have anything to do with the size of the node. Regardless of the size, silicon is where the shortage lies and wont change by going to a smaller node.

Especially considering Sony started PS+ as an additional service that was not required for online play. The Decima engine uses real-time Volumetric clouds which were used in HZD. Plus you can already see how the clouds look in the reveal trailer for HFW. Definitely not flat... 😂

For this game, they decided to go the route of controlling the flow of the clouds for specific atmospheric effects. They could still be volumetric but they are not dynamic.
This game has been in development before UE5 was available plus UE5 hasn't even been officially released yet (still in preview). Gears Devs are the first to announce that they are beginning to work on UE5. Most likely this will still be a UE4 game but Project Mara will probably be a UE5 game.
The pitch that they presented for the sequel was denied. This doesn't mean a potential sequel is out of the question entirely.

It's been slated for 2021 since it was originally announced though. There were rumors of it being delayed? I must have missed those.
I think that this style of state of play will happen for a majority of their first party titles from this point forward. Maybe smaller titles will get a pass on this and wont have an exclusive state of play.
