Yep. I've played it for a few hours now and the frame rate drops, particularly during combat an in forests/woods with smoke/fire effects in particular is really jarring, the fact that it performs better undocked isn't right imo.
The game is fantastic, whoever is going to buy it on PC is in for a real treat.

Also this isn't comparable, Nintendo are trying to sell a new console with an extremely barren launch lineup to new and existing fans, by not putting much effort in to this port they aren't really achieving that.

The characters and story were awful, Lara is a selfish brat with daddy issues, really bitchy and unlikable throughout the whole game and doesn't seem to care who gets hurt during her own obsessive quest to find the Divine Source.
I expected a big improvement but overall I preferred the 2013 game.
All the more reason for it to be released across all platforms at the same time, not saying it shouldn't go to X console, just that a 3rd party game wanted for years by fans across all platforms should all get to experience it.
Because It's been sought after for years, fans have wanted this game and to limit it to a single platform would be an anti-consumer move.
