If the developer deliberately cuts content from the final product so they can sell it later as DLC, then it's milking.
Product support is a long term thing. The way product support should work is the developer should make a good complete game and sell it for a reasonable price and support it with free content. That way, the gamer will appreciate the free product support and will make sure to buy the next game that developer makes.
