It's only matter of time before input lag on cloud gaming is negligible and when ISPs provide unlimited data (mine does already in Ireland), then cloud gaming will take over. If they are physics, animation or graphics bugs, then likely yes but quest related bugs or ai bugs are very likely in the game scripting code. Game engines are just software and are constantly being modified and updated. A games company with an internal engine has a dedicated tools team who do nothing else but work on updating and maintaining the game engines for the game...
