Microsoft has been way more desperate than that. All you have to do is let your subscription lapse and you can sign up for $1 again.
They've had countless promos giving away free weeks and months with all kinds of crap (cereals, poptarts, drinks, chips, candy).
You can expect more of this from Microsoft and what they have to do games since they want to give them away for free as part of GP.
This is why Sony does not need to go down this route and water down their year by year by year GOTY contenders.

The only advantage GP has is "day 1 first party". Sony has all other advantages. The catalog is much bigger.
Microsoft's first party titles have suffered in quality the past few years. Is that because of GP or just the usually Microsoft isn't really good at making games on their own? They ruined Halo after getting it from Bungie. They made Gears worse.

The "extra" tier costs the same as GPU. Yes, it won't have a Day 1 exclusives from Sony. But it has way more games.

Hardly anyone is paying $10 a month for GP. They are still constantly doing $1 trials. All you have to do is let your subscription end and then you can get it for a dollar again.
Plus there are the people who signed for 3 years for cheap with their conversion system that is still possible.
