Exclusives can be system sellers. Third party games still make them the most money. Those things do not contradict. They actually go hand in hand. You do not get the third party money if your console is not being purchased.
If someone can only afford a single console, having the better exclusives is extremely important.

There's already enough third party shooters (and now they have Destiny)... I don't imagine Sony is going to return to Killzone or Resistance. They know how profitable those franchises are (or aren't) and whether it is worth it to spend resources on them.
Resistance 3 had about 1.5 million and KSF just over 2 million. Those numbers aren't that great for AAA titles.
PS+ Premium has way more games that UGP. UGP only has 2 advantages: 1) day 1 first party and 2) EA Access is included. PS+ Premium has all other advantages including to me most importantly the biggest selection of games (by a huge amount) and the quality of titles.

I've played more AAA titles (Valhalla, Miles Morales, Ghost of Tsushima and Returnal) from the new PS+ already than I have on UGP since it has existed.
Obviously it is to compete, I don't know why you would even any that. Sony is including way more games, including classics instead of Day 1 first party. That is the difference, but that doesn't mean it doesn't exist to compete.
