It doesn't have much to do with government. It's the fact that purchasing online, is much better than purchasing retail. Discounts, deals, sales, membership discounts, list goes on. Unless GAME, or HMV etc, have a sale going on, the stores/sections aren't exactly beaming with life.
Retail stores need to find a method to remain competitive.

I don't get the controller issue. Yeah, it looks like a 360 one. However, personally Nintendo did a good job with addressing the requests for a 'standard' controller.
