The game has been fairly successful for them, I'm not sure about the PC but the PS4 version has a community. Why wouldn't they continue supporting the game? Would you rather have a full sequel instead?

That's not how DLC works! If you make Call of Duty maps your job could be done months before the game ships, what do you do sit with your thumb up your ass? Naw, you work on DLC or polish content that's going to be on the master gold disk.
They don't look at a game when it's done and start cutting content out to be sold. That's ridiculous.

I get that you're 13 but slow down and hear me out. The game is a year old now, would you have preferred a full sequel? They clearly listed what season 1 contained, everyone knew the beginning and end of it at launch. The maps themselves were free, season pass holders had early/immediate access to new operatives. Operatives could be purchased individually with currency you earned in game or with currency you purchased.

WD2 has this thing called a sp portion, whereas Drive club had some races with more or less no progression (customization or tuning? Nawww). The AI also being dumb as nails didn't help it either. The online would have been it's only saving grace, but instead it didn't work for months, challenges were busted etc etc.
Watch Dogs 2 is almost perfect in comparison to Drive clubs launch.
