Microsoft went to court (and lost) for *illegally tying* Internet Explorer to the Windows OS - claiming it was an intergral "feature" of Windows. Even though at the time there was a retail version of IE available as a separate product. The DoJ won and MS was convicted of being a predatory monopoly.
I think there is definitely some truth to the theory the MS might feel there is some corporate pride on the line if the Xbox's signature exclusive title isn't full 1080p/60ps.
Then again, Sony seems content that the PS4's signature exclusive title (Uncharted 4) will be 30fps in single player campaign and 60fps only in multiplayer, so who knows?
