If it's a concern, Netflix shouldn't exist. We live in the internet era and you should have a some sort of a connection...even the weakest of wifi's. This article is not quite true, at the moment I tried to play SSX3 (purchased digitally) and did not let me, the same was true for FIFA 21, which is from Game Pass, but the Battlefield 2 campaign is running just fine from disc, the cable was not connected (offline) and my dad is playing on the 2nd Xbox One X all the time F1 2019 and 2020 and the cord is never connected, both games are purchased digitally and work flawlessly offline.
