the modders would've fixed it, like they usually do on PC, if devs are not upto the task ... ~ but for that we atleast need the damn thing released on PC ...

I understand people's concerns regarding the above comment but I am referring an ideal scenario, where EA isn't forcing Larian to include any BS and Larian can develop totally independently with AAA budget. (Modern EA has improved as well actually in this department)

Nah, Bethesda are one of the biggest supporters of modders/modding ... imho, they won't shut it down and might as well contest with MS, if MS decides to shut it down, something which I also doubt will happen as well.
Skyblivion mod'll be exclusive to PC anyway and will be 100% free for PC Skyrim owners to experience. [+ and might offer a much better experience(?) since the mod's been worked upon by passionate folks who wants to deliver the best experience that they've...
