Switch is a 0.4TF handheld console (0.5TF when docked) compared to 1.3TF of Xbox One.
Xbox One/PS4 games run at a significantly lower graphics settings on the Switch.
And we're talking Arkham Knight here, still one of the best looking game ever made.
But if they can manage to run Witcher 3 on Switch albeit in a significantly lower graphics settings, then I guess AK can run as well.

Can't comment on the 'only possible on the CELL' part but if a game was made specifically utilizing CELL's complex architecture, then it was more difficult to port but not totally impossible.
Now if there exists a X360 port of MGS4, then it should be relatively feasible to port to x86 based systems.

lack of 60fps is a bummer but .... Maybe the game's soo vast ... they won't be able to finish optimization by the end of this year? So they're focusing on locking down atleast 30fps at launch?
Once that's done, post launch, they may introduce a 1080p/60fps console option a few months later? Or may not? ... totally depends if they're gonna focus on the performance mode, post-launch ... but surely in typical Bethesda fashion, ~2-3 big DLC will follow later, so ... ...

This game looked soo good ... hope its a survival horror or something close to it.
Boost pack and its upgrades seem to be the focus whilst traversing the planet.
They can(might?) add mountable animals à la horses from Skyrim, in future update.
Or maybe hoverbikes in future DLC?
