Have been wondering same ... and the preview feedback seems genuine as well.
The first preview the game was criticized of being buggy, then in the 2nd one the game improved and the latest preview reflected the game's pretty top notch.

making San Andres possible on PS2 was no small feat and GTA V was made to run on PS3's 256mb RAM.
They need to port GTA V to Switch before that .... they'd rather do that + GTA Online than GTA VI
add GTA IV too if they're feeling generous

My initial comment wasn't intended to delve much into the performance tuning ... so I mentioned resolution and framerate only. But yes on top of res and frame rate cap, they'll have to implement DRS, lower lod, lower texture, lesser secondary effects/physics etc .... but who knows, maybe the RAGE tech team might have come up with some sort of trick feature in order to run the game on lower specs with less compromise.
lets face it ... the game has to be a multiplatform release, given the budget, so they have to develop for Series X, but for that it also has to run on the Series S, be it at 540p @ 24fps ... or else have to abandon Xbox port altogether but they can't afford that

If it doesn't come before GTA VI ... don't know know when it will ... but looking at how erratic R* releases are i.e RDR1 PC release after 14 years and 5 years after RDR2 PC ... you never know
What if Koi Tecmo starts getting it's IP's publishing rights back from Sony as well?

Plus its a first gen implementation. First gen implementation always has some drawbacks, as highlighted. The drawbacks will gradually diminish with future apple silicon refreshes.
