The HDD size is not a major part of the cost of a Ps3
Plus you are not going to make big savings by cutting some of the bells and whistles.
The major costs would be the BD player and CPU/GPU. A major reduction in price will occur with cheaper production costs mainly on the BD player.
Sony is more likely to runout existing old SKUs with special packages and replace them with new SKUs produced with more cheaper production costs.

Home is likely delayed to add more functionality due to the limited available at present. If it is going to be a place to regularly hang out in then a gamer needs to be able to be able to do a WIDE & VARIED number of things otherwise they'll just be bored.
