Yeah, buy used parts. Pick up an older i5 off ebay (2500k is a good bet) or a more recent I3 ____k (if it doesn't end in K you can't overclosck.) Get any decent mobo that will allow overclocking, and get a 1070.
In all honesty an RX 480 will almost always manage 4k/30 ultra, though with drops below that, so if you want to save money and are willing to risk having to fiddle with settings a bit (usually just turning AA down/off) pick up a 480 (or a 1060.)

Do yourself a favor, pick up a PS2 (if you don't already have one) and play the others. If you can afford it, also pick up a PS vita because Persona 4 Golden is better than vanilla Pesona 4, and it's vita exclusive. (The PS2 will play the PS1 persona games.)
Though you can probably just skip Persona:Revelations (ie the first one.) It, uh, doesn't hold up well.

the frame timing would be off. Screens refresh a set number of times per second, and you want the game to refresh at identical intervals every time or the player will feel (and/or see) random delays in inputs and on screen motion.

Because lithium batters explode. You could stab one with a knife and watch it catch fire. If you wrapped a couple of them in duct tape and rigged up a stabby thing you basically have a pipe bomb. A failure in the batterys external or internal structure= exploding phones.
It's also 100% correct to say it *is* alienating their existing fanbase because said fanbase is complaining about being alienated by changes they don't want and didn't ask for. If you want to play dumb semantics games instead of having a discussion.

Play FF6. It does the same "multiple main characters" thing, while actually executing on it instead of following around a useless nothing character who doesn't contribute to the story.
Odins sphere ring a bell? How about Setins Gate? Legend of Heros? Project Diva? Xcom? Hitman? World of Final Fantasy? Those were all well recieved, not indie, and released on the vita last year. Also there were good indies.
It's hardly a flood of high production value games, but there are there and not so rare as people (wrongly) make them out to be.
The Vita has more games than the 3ds. What it doesn't have is 1st party or high profile games, which doesn't actually say anything about the quality of the games it has.

Better first party support, unquestionably. More/better games? No and highly debatable. The 3ds actually has about 300 fewer games and they have a similar number of games rated above 75 on metacritic.
