I agree with you. I have both and XB1's boot is much slower than PS4's.
Also the article mentions UI. It is incredible how bad the UI is on XB1. Not only nearly every section has a different layout, it also keeps changing all the time, and not necessarily for better or worse, it just can't keep the same.
To me, that turns on the XB1 only once or twice per month, it means I don't even see the same layout about 5 times in a row.

Shadow of Mordor is way ahead, IMO, for its awesome, creative and varied design, great gameplay, different challenges and the orcs' personalities mechanics, in an age where 90% of the games are extremely derivative, sometimes only changing one or two mechanics and adding a new setting/story, specially annual franchises.
