As Diablo 3 was heavily designed around the RMAH (money money money) and it destroyed the vanilla game, Destiny's main concept is selling DLC.
Two more things wasted the opportunity of the game being excellent, since it has an almost perfect core gameplay (gunplay):

Most of us already have the PS3 game from the PS+ offering, but I'll probably buy the remaster after a price drop, since it will be much better with decent graphics and good frame rate.
The style was great, but the graphics were too blurry and the frame rate was innaceptable for a DMC game.

The fact that 09 is based on vehicular combat makes it get out of my list. I'd put Dead Island 2 and Dying Light in the place of this and the remaster.

But I agree that the difference between PC and consoles is already very big. It will get really problematic over the generation. Good that we have the exclusives to squeeze all the power from the consoles and build awesomely performing and great looking masterpieces.
And I'm not complaining about 30 FPS. I'm worried about not even 30 FPS... Now, THAT's a problem.
And that's exactly why I won't preorder The Witcher 3 after they said that they don't even guarantee it to run at 30 FPS on consoles.
TBH, that's less a "polished" problem than it is about bad choices of putting graphics so over decent performance to the point of, this early in the gen, not being able to run even at 30 FPS.
The game seems awesome and I still really hope they change their priorities until the release.

With Destiny, it has been solidly proven that we don't care about a game being delivered with less than half the content it should have.
Repetition, repetition, repetition is the game. Only a few options being repeated all over again.
It has to be noticed, though, that this is not a flaw on the design. It is the success of their design, since the core idea is to sell tons of DLCs, nicknamed as, lol, expansions.
