you cannot register for an xbox live account without a console, and windows live games are not xbox live games, while they do intersect they exist in 2 different user bases
you can sign up for a windows live ID, which gets linked to your gamertag but if they were counting windows live IDs that would mean every msn account,every hotmail account, and countless other systems that use this universal online identity

i dont think many people actually believe sonys online numbers, most ps3 owners i know have multiple accounts and sony clearly counts them

800mb isnt even approaching the ms download limit, the limit is somewhere around 2gb
the argument about the limit being because of arcade systems is also bunk because if the limit is 800mb that is still outside the memory abilities of the arcade, the arcade has 256mb internal memory and uses memory units which only go up to 512
