What they mean is... All maps are Free for matchmaking BUT they'll be on a rotation basis that Coalition decides. SO if you want X maps for Horde solo or LAN then you have to purchase them.
So unlimited access for a year will be when they're done all the DLC maps.
IDK if this is a mis translation or they may try a subscription service for them. First I've seen them talk about it. It's been pretty straight forward in all interviews.
I'm a massive fan of what Berlanti and others have created (Except Arrow, it's really hard to watch that show these days) but it'd be a lot of micro managing to make that game work. Rocksteadys safer when they have more creative freedom.

But VERY few wanted Judgement... And from the sound of things you want another Judgement scenario where they try to innovate and end up breaking the formula.
Gears 1 > 2 > 3 is all about building on what already worked while adding more weapons, adding new maps, building on the ...
Literally no Gears fan I've talked to wants substantial changes.
They just need to focus on balancing and they'll be fine. If Gears 4 is an extension of Gears 3 they're positioning themselves at a foothill. They just need decent map design and gun balancing and they can pull off a Gears people universally love.

Your issues with the MP formula in Gears are what make it skill based and that means you're not the target demographic for the PvP.
Going to be grabbing the Buzzkill and Dropshot and testing those Executions on the final kill next Monday.
Dropshot will be like the Torque bow... All skill shot but so worth it when you drop someone behind cover from a distance.
They're canon last I checked. Especially since Rod in the GI interview confirmed that he had people look through the books/games to create a sort of "Gears Bible" for people to pull up in the studio and know what fits.
But Rod also said the key to making a good game is managing betrayal.
