Hardware wise yes, but visually besides 1st party, graphics prob won't see a big jump. There is only so much talent in game development and most will use the new power as overhead and stick to what they are doing now.

Avermedia Live Gamer 4k is pretty good. I only use it for streaming and 1080p 60fps recording but it can record 4k 60fps with HDR for those that need it. It is $300 tho but worth the investment if that's what you are into.

Those games look amazing but I think he is talking about more of a photo-realistic look. They have good character models but the environments still look like that out of a game.
