The reason the consoles had smaller HDD was because they were quite expensive and they didn't expect DLC to be so popular. The previous generation solid memory cards for crazy amounts, and the hard drives had very little use other than saving a checkpoint in a game.
I'd buy it. But then I realize that it's been on sale for practically every other week since GTAV was announced.

Depends on how much Sony is willing to pay them. If the payment is larger than their expected sales on PC, then they may consider it. And let's be honest, many people are just going to pirate HL3 on PC anyways.
