Yeah, but then again Sony uses about 50MB RAM footprint on the PS3 OS and they couldn't get party or cross game chat, while MS has always used 32MB RAM footprint for their OS.
That is Sony is wasting 50% more resources than MS, to essentially do less.
Historically, MS is much more efficient at using their resources.
Sony is probably doing this as a reaction to MS, to avoid the whole unable to support cross game chat, as well as storing 1...
This is actually better than Sony, because on Playstation, you have to be PS+ member to enjoy cloud saves and it is limited to 1GB.
On the Xbox One it is now unlimited for all members, including non-gold XBOX LIVE members!

Prior to all of this (including Sony's newfound love for indies), MS had XNA on the Xbox 360. This was a program anyone and I mean literally anyone with a $100 could use the Xbox 360 to develop for and self-publish while also setting your own prices to a limit.
This self-publishing is just an extension of that!
It is hard to put a finger down on what exclsives are left for MS to show. MS has a history of having far more third/second party exclusives due to partnerships.
MS has 15 first party exclusives the first year, which eight of them are new franchises.
I do not know how many has been announced, but it is specifically Microsoft Studios, which likely means major AAA games like Ryse, Quantum Break and Titanfall are not in that count.

MS has proven itself to use a smaller footprint OS and yet retain more functionality than Sony in the past.
The PS3 started at 150MB of RAM used for Playstation OS. It wasn't until 2010 that (about 3 years later), that memory need was reduced to 50MB.

Many might not use the dev kit feature, but many will reap the rewards that come from that (albeit 99.99% of indie games are pure cr@p).
