I.D did not make that engine, that engine is using some of their technology.
I can take some great components and put them in a PC, but 1 good component in a crap system does not a good PC game, same with lazy developers not using good tech in game engines.
UE3 is also en extremely good engine, console devs just have not made good use of it, UT3 on PC looks outstanding, so you cannot judge the engine components based on poor games.

Other developers use technology in their engines, J.C is the man that makes them.
He basically invented ambient occlusion for 1, Doom 3 I think was the first game to use it, Megatextures is another crazy tech he's invented.
