They could have continued the series from combination of SR2-3. I feel like the 2nr game had the perfect mixture of crazy over the top and seriousness.

You are right and it will probably end up selling 20+ million so it's in the best interest of the publisher and the developer to make more content related to that. Success can many times lead to stagnation simply because publisher sees that as easy money and developers get much bigger royalty checks than expected

Ms can afford to spend 80-90 billion on gaming acquisitions but can't afford to make these dlc adds on free of cost reasonable amount
Sadly to stand apart from other open world games especially GTA they just went in the crazy over the top route and left themselves very little wiggle room. This SR game has to be a hit or it's game over for the series
