Don't forget that Europe has many different speaking territories. Getting stuff out there isn't as easy as releasing one English speaking version. There's also like what cmrbe says, different laws for the different countries.

I'm in no way saying that it cant be achieved, I'm talking about these specific screenshots. They are more than likely bullshots. Zero aliasing almost always means so.
And even 4x anti-aliasing will still show some type of aliasing on the edges.
Like Sega Rally for example. Which runs 1280x720 with 4xAA.

Sorry to burst everyone's bubble. But I actually do not think that is really how the game's going to look. First of all, there is ZERO aliasing. Which is usually a super high sample "bullshot" used by many of today's video game developers.
I'm sure the game will have many of the same assets, and look good overall. These pics just aren't true in-game screenshots. But I'm sure they are in-engine. There's a difference.

No HS did not use the PS3 to render the cutscenes. They were just pre-recorded videos of "In-engine" cutscenes, but not real-time rendered off the PS3's hardware. That's my gripe about that one.
MGS4 is the only game that uses the actual PS3 hardware to render it's cutscenes.
GTA IV did it was well, but looks nowhere as good.

You obviously have zero idea what 4D graphics are.
But since you bring up all these resolutions, I bet you Heavy Rain will run at least 1280x720 resolution just like their 2005 tech demo (which was run on a non-finalized PS3 hardware)
