Aside from the need to lower prices and add more compelling games, Sony should just axe the 4-hour rental option. That's an absurdly small amount of time to play a game. No price point will make that option viable or desirable. Rental lengths should start at 5 days minimum.
Next I'd like to see proper battle arenas and the option to adjust music and sound effects. Getting rid of the coins in item boxes would be nice too.
The Cube actually had pretty solid third party support and some great third party exclusives.

Every Mario Kart has that element of random chance, but I've found part 8 to be one of the most balanced of them all. Skill plays a big role in this one.
It's hard to determine who's cheating, but I can say it's hard to place anything higher than 6th. There are a lot of pros playing online, and apparantly cheaters too :(
The desire to cheat in games is baffling to me. When you cheat, there's no sense of accomplishment, so what's the point? What do cheaters get out of cheating?

There are a bunch of classic Cube games that deserve remasters, but since Nintendo hasn't put out an F-Zero game recently, I'd love to see a remaster of F-Zero GX with online racing.

Not really. Vita sales have been high in Japan for a while. The japanese love portables so they consistently outsell consoles in that country.

I know, but there's still a rights dispute for some reason. In fact, Nintendo had to remove the Donkey Kong Country games from the Wii VC a few years ago because of it. In fact, I don't think a single Rare game is available for download on a Nintendo console. It's stupid, but that's the way it is.
Microsoft is preventing Nintendo from releasing most, if not all Rare games unfortunately.

No it won't. The Playstation TV is one of the dumbest ideas ever conceived by Sony. There's no compelling reason this device should exist when Sony could just as easily release an app for PS3 and PS4 that would allow you to play Vita games on those devices.
