OK people that don't understand it:
The game installs half of it's data on HDD and the other half is accessed form the disc - this is the situation Rockstar chose to optimize their game for - simultaneous streaming from HDD and disc. When all of the game's data is accessed from HDD (dual install on 360 or a digital copy), the game is missing the additional bandwidth from the optical medium, and therefore objects take longer to load, and pop-up.
It's not going to be call U4, just like Killzone isn't and Infamous isn't 3,

US? Cause in Europe or at least in my country, Poland, the PSN purchases fly with max speed for reasonably fast internet services - never seen 50 mbps ISP with a PS3. Free stuff on the other hand is capped.

To me it looks like the Frostbite engine basically sucks on consoles and is only good on PC.
that's the reason for BF4 problems on PS4 and silence about X1 version, now Bioware is finding consoles (in Frostbite) not fit for lead development.
even if they want 360 above PS3, the latter should most definitely be just below, the sheer depth, quality, breath of games, the variety of experiences justifies a top4.
