Games usualy have more then 10 cars and 4 maps not because they are big budgeteers .. but because that is the sweet spot, that is how much cars you need to please most tastes .. that is how much maps you need to suit the kind of playing/visual taste of most players ..
If you are going to do less then what makes a good game, it doesn't matter if you are charging less, just don't do it .. or charge more and make it good enough.

Dude .. they are upgrading the game because they have time to do so. The engine is made for ports.. Xbox360 is great for ports.. they had an easy port and now are polishing it up .. they will probably have a year to do so.
