The last might be re-enabled in firmware, but only to do something like increase the speed of the PS3's XMB while in-game.
It couldn't be enabled to do anything game-critical, or it would be unfair to owners of PS3s that have a faulty 8th SPU (which is why the 8th was disabled, to increase yield. In case one of the SPUs was defective, the Cell processor could still be installed and used in a PS3 because at least 7 would work, which is ...
Just because I own only a PS3 currently (had to pay off debt or I'd have a 360 as well), doesn't mean I'm not allowed some objectivity.
Wonderful, cinematic, and thoughtful gaming experiences aren't exclusive to the PlayStation 3. It's all in any given developer's hands.
Anyone can write jumbled code that occupies the CPU to 100%.
The correct statement is that Naughty Dog has occupied the Cell to 100% while using the latest optimized code.
Now keep in mind that Naughty Dog has also stated that with further optimized code, you'll see even more graphical enhancements on the PS3 in future titles.
It's all about efficiency in coding, people. Remember this.

Fire in bursts, going full auto will just make recoil throw your shots anywhere but where you're aiming.
Short bursts, start at the chest, and let the recoil from the burst walk your shots up to the head.
Well, I'm sure something like this could be done on the Wii and / or 360...just that no one has taken the time or has put in the work required to pull off something on these system so action-adventure movie-like.
