IPs are great, but once in a while, the game type is better than the IP. Also, horrible games can kill an IP as well. It's a balance.. =)
New IPs does of course mostly have a slight disadvantage to older ones.
There are good and bad ways to have factions in a game. I think WoW is great and horrible at the same time. In terms of "peripheral factions", they should have more, and continuous (or give them a proper extinction or the like) story to them. Not just between one expansion release to the next...

Like: Not showing anime series where the background flicker from red to white for several seconds to express one of the many extreme moods anime figures usually experience. You can't do that in a tv-series, but you can have the exact same cutscene in a videogame...
