well if you take into account they don't have to worry about the assets as far as characters and environment rendering, things like that being already locked down.
it's basically knowing or sifting through how and what they're going to do as far as all of the content story-wise and side missions, so on and so forth but there's at least a great deal of heavy lifting that's already been taken care of.
it shouldn't take five years, it might take three,...
unless that one-year delay is for each release...
