Haven't played ACU yet, but it seems they spent a lot of resources trying to get hundreds NPCs on the screen at once. Seems to be all they bragged about.
Was that really necessary? Did all those NPCs adding anything to the game (other than glitches and crap).

Sony makes deals with developers for these free games. They still have to pay the developer for each purchase (some discounted value I'm sure). Let's assume right now 50% of people download all 6 games ...
Only valid reason I can think of is if a game is mostly online and centered around interacting with others.
If you only have 100 reviewers playing that game, they aren't going to get a clear picture of that aspect of the game. Only when there are thousands or millions of players, will you get the true story.

Even though it is free to you, Sony has to pay the developer something for each purchase. So, they aren't going to give it to everyone for free or they'd have to pay the developer for millions of purchases.
