You should buy it. You can get it for dirt cheap.
The only reason I bought it was because the next Fallout wasn't coming fast enough. I don't regret my purchase one bit though, because it's a fantastic game. There is one problem though... the bugs. Even after all of Bethesda's patches, the games still has occasional crashes and glitches. If you get it on PC you can get unofficial patches that help.

Yes, but at the same time the driving was amazing and it was fun to have sex with hookers, shoot them in face, and take your money back. Some of the characters were hilarious and there were missions that were really fun and exciting.

Eh, you don't need to. It's not like you're going to completely lost without playing the first two. Playing the first two would help you have a better understanding of the characters and some of the things they are talking about though.
People just don't seem to realize that. I love my Vita but I can understand why Capcom made this move. It makes more sense to go to the platform with the biggest install base. That way you can reach more people.

Fans should know the specifics before they buy their games. I think some Xbox fans would want to know the resolution. That way they can factor it in and see if the game is worth their money or not.
When was it reported that Tomb Raider would run at a lower resolution on X1? I remember all the article being about the X1 version running at 30fps while the PS4 was running at 60fps. And that was confirmed to be true.
Nobody wants steam to fail. They were just saying that it will be better if it was refunded to your card.

Lighting looks better on the newer version of Tomb Raider. The PC version is working with outdated assets that they replaced in the newer version. Not trying to spin anything. I agree that it's not worth the 60 dollar price point and it's obviously a cash in; but the PC version is no longer the definitive one.

It depends on what the developers do with the port. Are they just porting it over and upping the resolution and frame rate or are they adding in new textures, improving the lighting and particle effects, and improving character models? If it's the second, the version you thought was the definitive edition would not be the definitive edition anymore.

3DS isn't underselling, it's just not selling as much as Nintendo wants. I have to say that those predictions were pretty outrageous. The 3DS has outpaced almost every other Nintendo handheld in sales.
