It probably can. I remember one of the iw rep saying that the next gen is unnecessary as of right now. It sounded like he knows that when the next gen is out, any game released for it will suffer in sales due to smaller adoption when compared to current gen. They want to release as many cod games as possible with very little change. It's like the same game with different skin.

Hey I'm going to buy an Xbox one day one, I think it's big enough for me to use as a table so that I can place both my ps3, ps4, xbox 360, and wii u on it with room to put my soda and bag of chips while I play my ps4.
By this logic, the Nintendo wii out classed the Xbox 360 and ps3 in terms of graphics. Sony and Microsoft should be ashamed.
Actually since both next gen console are similar in architecture unlike this current gen, developers can choose to develope games on any console and easily ported to the next. The bigger question would be, will developers optimize their game for said console or just do a straight port?
I don't think it will be ms or Sony putting money in their mouths, it will be us.

I don't understand the direction that microsoft is going with the next gen. it's bad that I have to pay to play used games, it's bad that I have to have kinect for its to function, it's bad that the hard drive can't be replaced, it's bad that I have to install all my game, and now I have to check in online every 24 hours. When I was watching conference at work and noticed that for 30 mins or so all Microsoft did was talk about tv and how the Xbox will change living room entertainment. I thought to myself, who are they advertising this too?
